TOWN OF HANSON
COMMUNITY PRESERVATION COMMITTEE
Meeting Minutes – January 16, 2013
Start Time:  7:05 pm
Members Present:
Laura FitzGerald-Kemmett, Patty Norton, Bob Overholtzer, Bob Sears and Bill Strait
Absent:  Bill Clay, Joe Gamache, Allan Clemens and John Kemmett
Guests:  David Blauss of Camp Kiwanee and Bob Rodgers, Recreation of WHRHS.
Approval of Previous Meeting Minutes:
Approval not granted for November Minutes – await February’s meeting to approve.  December meeting was cancelled.
Chair Report:
Financial:  
Motion was made by Patty Norton (1st) and Bob Sears (2nd) to approve payment of 2013 Community Preservation Coalition Dues of $750.  5-0 passed.
New Business:
Plymouth County Hospital
Copy of the Triumvirate Environmental Assessment was handed out in the meeting by Laura.  Numbers are open-ended and a motion was taken to have committee review the document and provide feedback within a week.  Also the committee would like to send a copy to Al Hanscom for review/comments – to be further reviewed at next month’s meeting.  Bob Sears (1st) , Patty Norton (2nd); 5-0 approved.  Eileen to send a copy to all committee members.
WHRHS – Outdoor Fitness/Sports/Recreational Center
Bob Rogers, Athletic Director for WHRHS was present to review the completed CPC application he submitted for an outdoor fitness/sports/recreational center in Hanson.  Review from last meeting’s discussion was conducted.  Bob Rogers stated that if CPC were to give a commitment implementation would begin in Spring, 2013.  High School 2013 Class will be donating a volleyball court and many volunteers have come forward to assist with the project.
Security cameras and lighting will be provided and tie into the school system with lights shutting off at 9pm.  The initiative has so far privately collected $16k.
Committee will review the completed CPC application and discuss at February’s meeting.
Old Business:
Thomas Mill Signs
Patty Norton to work with John Kemmett on getting the Thomas Mill sign installed and filing a town variance.
Camp Kiwanee Firehouse Project
David Blauss explained that there is a CK committee meeting on Thursday where he will strong suggest that completed CPC documents need to be done and submitted by 2/20/13.  Due to other projects being submitted to CPC, time is of the essence.

Bonney House Project
Patty advised that Allan communicated to her that a contractor will be onsite in mid-March; further update to be given in February’s meeting.  
Book/Document Scanner –
Laura requested that the committee review the Scanner Project that was approved for CPA expenditure at the October 2012 Town Meeting. Laura asked Patty Norton (CPC member and President of the Hanson Historical Society) to clarify how the CPA funds were to be used. Patty confirmed that~the CPA funds were solely for the purchase of the components required to construct the scanner.~ Patty~confirmed that~the individual building the scanner was  being commissioned and paid by the Hanson Historical Society for their labor and not with CPA funds.and that he will not be compensated by the town or CPA funds for his work.~Laura indicated that the warrant article may not have been accurately worded if that was the case. Motion was voted on to get a letter from the Historical Society stating that they will take responsibility for labor costs to be submitted to CPC and that it will be retained on file was submitted by Bob Overholtzer (1st) and Bob Sears (2nd) and approved 4 for -0 against 1 abstained.  Because 5 votes are needed to pass, the motion did not carry and this item will need to be discussed at the next CPA meeting.
Public Forum:
A vote was taken Patty Norton (1st) and Bill Strait (2nd) to have the public town forum held on March 20, 2013 at 7pm in the Selectmen’s Office at 7pm where the committee will discuss the new website, contact information, current projects, upcoming projects for 2013, new pre-app and application and brochures was submitted and approved 5-0; Eileen to work with Laura on the communication piece of the public forum; newspapers, town website, cable, etc.
Town of Hanson Documentation:
Laura gave each committee member a copy of the Town Of Hanson Elected/Appointed/Employee Hand-Out that documented the Open Meet Law, Public Records Law and Conflict of Interest Laws.  An acknowledgement sheet that this was received and read by committee members was distributed and will be again distributed in February for all members to sign/acknowledge.
